AGENDA

Welcome to the South Bay Union School District, home of the Pine Hill Pandas (K-3) and
South Bay Sharks (4-8).
South Bay USD supports the development of intellectual curiosity and thirst for discovery by recruiting a superior staff, providing unparalleled and ongoing training, and accepting responsibility for student achievement.


Board of Education
The South Bay Union School District (SBUSD) Board of Trustees meets on the second Thursday of the month with meetings alternating between Pine Hill and South Bay schools. The agendas for the meetings are posted here at least 72 hours before each meeting.


Addressing the Board
You may speak on a matter not on the agenda at the beginning of a regular meeting during the time reserved for public comment. After being recognized by the President, you will be allowed three minutes for your presentation. The Board will take no action on the matter at this meeting. You may speak on any item on the agenda when that item is being discussed.


Regular Session
In order to address the Board, please wait for recognition by the President. Speakers are expected to be courteous and to avoid any remarks that reflect adversely on the character or motives of any person or on his or her race, religion, or political or economic views. The Board will hear public testimony on any given topic for a maximum of twenty (20) minutes. Each speaker will be limited to three (3) minutes. The Board may, by consensus and at its discretion, extend the time limit.


Complaints

Complaints are to be addressed by first speaking with the person directly involved. If this does not resolve the issue, the complaint should be submitted in writing to the Superintendent. The Superintendent will investigate and respond in writing. Only after exhausting these levels can a written request be submitted asking that the issue be heard by the Board.


Closed Session
While school board meetings must be open to the public, California law provides for closed sessions which are not open to the public when the Board is considering expulsions, suspensions or disciplinary actions in connection with any pupil; the appointment, employment or dismissal of a public officer or employee; or when the Board is hearing complaints or charges brought against a public officer or employee. The individual may, however, request a public hearing. In addition, the Board may hold a closed session to discuss certain aspects of negotiations with employees and pending litigation.

The Board may limit total time for public input on each item to twenty (20) minutes.

VIII. INFORMATION ITEMS

A.   2019/20 South Bay Teachers' Association Bargaining Proposal

The current master agreement between the South Bay Union School District and the South Bay Teachers Association is set to expire June 30, 2019  This is the

time of year in which the parties are to exchange initial proposals.  The full collectively bargained contract is open for negotiation.

B.   2019/20 South Bay Union ESD Sunshine Proposal to SBTA

The current Collectively Bargained Agreement between the South Bay Teachers? Association (SBTA) and the South Bay Union Elementary School District is set to expire June 30, 2019. Each Article is open for negotiation.  The District desires
to entire into the multi three-year agreement.

TRIPOD'S 7Cs FRAMEWORK of EFFECTIVE TEACHING CARE - CONFER - CAPTIVATE - CLARIFY - CONSOLIDATE - CHALLENGE - CLASSROOM MANAGEMENT

D.   CA Legislative Update: Hot Bills
Friday, February 22nd was the deadline for legislators to introduce bills. Since December, lawmakers have introduced 2,589  bills. Our team has now sorted through all the introductions and have identified nearly 500 as addressing issues of potential interest.


E.   2018/19 Trimester 2 Review
The review is an integral part of the goal-focused process for continuous improvement and involves all the school's systems through the Leading for Success Teams. The primary focus is on identifying results and progress related to the school's goals and student achievement as recorded on the achievement plan. Follow-up includes identifying the next steps for continuous improvement and revising the achievement plan accordingly, including actions that are assigned to the Leadership Team and Leading for Success Teams.

F. South Bay Union ESD & Multi-Tiered Systems of Support (MTSS)
California's Multi-Tiered System of Support (MTSS) is a comprehensive framework that aligns academic, behavioral, and social-emotional learning in a fully integrated system of support for the benefit of all students.

IXACTION ITEMS

A.   Approval eRate Bids and Contracts
Review and approve eRate proposals for infrastructure and network hardware upgrades.

B.   South Bay Union ESD Technology Skills Scope & Sequence
Over the course of several district-wide technology committee meetings, a scope and sequence of needed technology skills were established to ensure our students are prepared for success in a rapidly changing world.

Input/feedback was received on the following: (1) needed professional development; (2) needed devices; and (3) needed curriculum. The technology team will meet in the upcoming weeks to begin establishing an implementation plan.

C.   Comprehensive School District Safety Plan
The District Safety Plan is reviewed each year at a public hearing, then approved by the South Bay Governing Board of Trustees.

D.   Annual 6th Grade Overnight Field Trip
For the 6th grade classes at South Bay Elementary School, traveling to the Wolf Creek has become a staple experience. Students will get hands-on learning experiences while exploring Earth Science.
